Primary Purpose
Direct and manage daily payroll and benefit activity within serviced districts and charters.

Education/Certification
- Bachelor's Degree preferred, or similar or 5 years equivalent experience.
- TASBO Certification preferred.
Special Knowledge/Skills
- Financial Software Knowledge of Ascender, Skyward, etc.
- Strong organizational, communication, public relations, and interpersonal skills.
- Team-oriented attitude and desire to work collaboratively with ESC staff campus/district/charter school personnel.
- Advanced technical knowledge of school payroll and budgeting.
- Thorough knowledge of local, state, and federal requirements relating to payroll issues and reports.
- Advanced knowledge of TRS rules and regulations.
- Working knowledge of financial applications and accounting.
- Ability to use personal computer and software to develop spreadsheets, perform data analysis, and word processing.
- Ability to interpret policy, procedures, and data.
Experience
- 5 years prior payroll experience.

**This position may be partially or completely funded using grant and/or federal monies and is assigned programs to include activities designed to enhance the effective and coordinated use of funds.
- Actively participate in and/or provide leadership for inter-departmental teams to help improve student performance in the region, improve ESC Region 11’s internal operations, and meet the established goals and objectives.
- Direct and control payroll preparation and production, including regular, special, and supplemental payrolls.
- Ensure adherence to standards and procedures and take steps to correct problems, delays, and inaccuracies.
- Develop and implement payroll procedures to ensure timely processing of payroll and the applicable payment of all benefits and payroll deductions.
- Responsible for balancing each payroll prior to disbursement for accuracy.
- Control payment of all liabilities generated through payroll including federal taxes, TRS deposits, and insurance.
- Responsible for reconciliation of billing from various third-party carriers prior to payment.
- Responsible for processing and filing all payroll related reports, Workers Compensation, Unemployment, and IRS 941.
- Work collaboratively with the districts/charters to process new hires, leave, terminations, and other employee-related issues.
- Compile, reconcile, and file annual W2 forms.
- Compile, reconcile, and file annual 1095 forms for schools with less than 50 employees.
- Responsible for verification of all payroll-related PEIMS files and submissions.
- Responsible for processing annual salary and payroll budget data.
- Interface with district/charter superintendents and/or administration and advise the administration on payroll-related issues.
- Performs other duties as assigned.

Mental: Public relations and people skills are always required, work with frequent interruptions, and maintain professional composure and confidentiality under stress.
Physical: Occasional prolonged and irregular hours, ability to move tables and chairs and load/unload boxes and materials. Prolonged use of a computer. Frequent region and state-wide travel.
Environmental: Open Cubicles/workstations
Evaluation
Annual performance evaluation will be performed in accordance with the adopted policies of the Education Service Center Region 11. Employment in this position is contingent upon performance, need, and funding.
