Overview:
Reclamation District 108 is seeking a General Accountant I / II to support the financial operations of four special districts with a combined annual budget of approximately $20 million. Under the general supervision of the Deputy Manager, this role will perform a variety of accounting duties, including preparing financial reports, maintaining accurate records, reconciling accounts, assisting with audits and budgets, and supporting both routine and emergency response activities.

Essential Duties & Responsibilities:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive; additional detail will be provided. Other related duties may be required and assigned.
General Accounting

  • Perform general ledger maintenance, journal entries, and account reconciliations.
  • Process accounts payable and accounts receivable transactions with proper coding and documentation.
  • Assist in preparing and reporting monthly and quarterly financial statements and internal Board reports.
  • Reconcile bank statements and assist in managing cash balances.
  • Maintain accounting records for capital projects, grants, and assessments.
  • Prepare and file regulatory and compliance reports (e.g., 1099s, sales/use tax, State Controller reports).
  • Support annual audit preparation, including compiling financial records and responding to auditor inquiries.
  • Assist with budget development and entry.
  • Assist with investment accounting.
  • Maintain internal accounting controls and participate in process improvements.
  • Work with Manager, Deputy Managers, Superintendent, and consultants to ensure financial accuracy.

Grant Management

  • Develop, maintain, and update grant financial tracking tools.
  • Assist with producing grant progress reports and invoices for submission to the granting agency.
  • Maintain electronic and hard copy grant filing structures.
  • Manage registration in state and federal grant databases.
  • Support grant-specific audit preparation and respond to auditor inquiries.
  • Oversee financial tracking and documentation for emergency response activities.

General Duties

  • Participate in maintaining assessment roll records, including parcel data and revenue tracking.
  • Collect water applications, enter data in water usage software, and issue monthly customer invoices.
  • Oversee water allocations, track water usage, and communicate with customers regarding administrative matters.
  • Report monthly water usage, cropping patterns, and payments to the U.S. Bureau of Reclamation.
  • Perform other related accounting and administrative duties as assigned.

Qualifications
Knowledge/Skills:

  • Principles and practices of accounting, financial reporting, cash basis and accrual-based accounting.
  • Accounts payable/receivable systems and internal controls.
  • Governmental accounting (GASB, GAAP, fund accounting) preferred.
  • Financial software (e.g., AgStar, QuickBooks, or similar systems).
  • Microsoft Excel and Office Suite.
  • Analyze, reconcile, and report on financial data with accuracy and attention to detail.
  • Communicate clearly, both verbally and in writing.
  • Maintain confidentiality and exercise sound judgment.
  • Prioritize and manage multiple tasks and deadlines.
  • Work independently and collaboratively as part of a small team.

Education & Experience:

  • For Accountant II:
    • Bachelorโ€™s degree in Accounting, Finance, Business Administration, or a related field and 3+ years of fund or governmental accounting experience. Or
    • 5+ years of accounting experience, ideally in a governmental or nonprofit setting.
  • For Accountant I:
    • Associateโ€™s degree in Accounting, Finance, Business Administration, or a related field. Or
    • 3+ years of accounting experience, ideally in a governmental or nonprofit setting.

Compensation:
This position is considered non-exempt and offers a competitive salary (Accountant I - $50-70k. Accountant II - $70-90k) depending on experience and qualifications.
